Because if you could make more it would be heavily abused and it would cause a crap load of lag. There is no point in allowing players to litter the field with air-mines. Everything needs restrictions.

kame torpedoes are great when some n00b has choosen trunks and thinks he rocks just cause you cant beat him in melee just make 6 kame torpedoes and wait til the n00b swoops at ya and teleport out of the way it always works he crashes right into them

is this normal?

*when someone loads a k-wave torpedo. and someone fires a attack. or ball into the torpedo. the attack you fired and the torpedo is going to fly in the air.

Yeah thats how torps PS attacks. They will PS it and shoot straight up. Really usefull if you are about to get blasted, it will push the attack out of the way.
