ok i just got all my steam files back and i 4get. can ESF work with counter strike 1.6 instead of just half-life 1? if so how do i get it 2 work

Depends, ESF WILL work with 1.6, as long as the 1.6 you bought doesnt come with condition zero.

install ESF into the counter-strike folder.

Or half-life folder if you have it.

ESF does not work with a copy of cs1.6 that came from a condition zero key or in a pack with condition zero, it will work with Counter-Strike retail however. If you don't have CS retail, and got your copy of CS drom condition zero you will need to buy half-life. Half-life can be had cheaply these days for about $10 - $20 in stores or $9.95 if bought over steam.
