1. Download Steam.

2. Run the .exe file you just downloaded to install Steam and let it update completely. You will need your CD-Key from the back of your Half-Life 1 case.

3. When Steam is finished updating, turn it on.

4. Under the "Games" selection in the Steam toolbar, select "Activate a product on Steam..." and input your CD-Key.

5. Once your CD-Key is authenticated, download Half-Life 1 from Steam and let it update completely.

6. Once that is done, run Half-Life 1 once.

7. Download ESF v1.2.3 full installer.

8. Run the installer.

9. It will point to the correct directory for you, so just hit install. The directory should look somewhat like this :
C:\Program Files\Steam\SteamApps\Your Account\Your Game\esf

10. ESF should now appear in your games list.

11. Double-click and enjoy!

you dont need half life to install counter strike, but you need to install half life first, if you wanna install esf.

Nah it only depends on what CS you have. If you have the retail pack (HL is included in thisone) you can install ESF to CS.

If you have the CZ pack than you cant install ESF to it.

Not without getting a liscence for DBZ. Otherwise theyd get problems with funimenations lawyers XD

Well actually, they could just buy a license for making this game from FUNimation. But that would cost a few thousands dollars, if not a few 100.000 dollars. After they get the license they would be able to sell the game. But they wouldn't be able to go higher than like...10 dollars and I don't think many people will buy ESF then. Mods that go retail aren't exactly populair.

Just look at Counter Strike/Source and Day of Defeat/Source both their non-Source partners are more populair than the Source edition, probably because it is free.

And not to forget, if they would sell the game for 10 dollars, a small share will most likely go to FUNimation and they would need to sell a hell of alot games if they want to make up for their losses on the license. I don't think the ESF team has nearly enough money to afford this.
