Play without being logged into Steam?

I have a working copy of Half Life and Counter Strike, but I'm locked out of the Steam account.
I'm just trying to play LAN, so I figured I could get it to run by just setting up the folders appropriately.
I get it to start, but it complains about a missing client dll and displays a path, but the dll is indeed present at the specified path.
Any ideas?

Should it be "Steam Apps"?

You cannot bypass Steam's security by simply creating the appropriate folders. Why not just use the other account you mentioned? The one with Half-Life 1 on it.

If your brother has a registered HL1 keycode for his account, then your only two options are:

A) Buy yourself Half-Life 1 (either in a store, or via Steam with a credit card. Either way, it should be really cheap)
B) Beg your brother to let you use his Steam account.
