I need a plugin :D

I dont know if this should go here, but can somebody who knows about Metamod or amxx make a plugin for me?
Here are the specifications:

1- I want Gallit gun to be as powerful as the Kamehameha, with same blast radius and everything.
2- I want the beams to not change size depending on my powerlevel as this obstructs my view. (dont know if its possible)
3- Also I dont know if this is possible, but feature some screen shaking when getting slammed on a wall and getting smacked away by basic melee.

If somebody could do this for me (and for others who might be interested) I would be extremely grateful!!
