I can't download the protocole?

Hello~ i haven't played esf from long time ago and im new to this forum.
I wanted to ask if there is somehow i could download the protocole since esforces.lt wont open, only it opens servers.

Hi, you need steam or CS 1.6 + ESF 1.2.3 (works FFA, Duel, TG, PL servers) + ECX RC2 (work ECX + AF server).

I see , but i dont really know how it works with steam, i tryed to run trough steam but no luck =/ always error and quitting~
And where can i get this esf 1.2.3 and ecx rc2 again?
Kinda the ones i have are not the ones they need~
