when you create animations in photoshop like animated flames. how do you save it and it still has its animation? i want use an animated img as a sig but when i save it it doesnt have its animation anymore

I don't believe you can make animated images in Photoshop, though you can in ImageReady.

In ImageReady, instead of going to "File" and "Save As..." you need to go to "File" then click on "Save Optimized As..."
