How do you play?

Hey, a questoin that may seem obvious but I couldn't find on the site. How do you download the game? I know it's a HL mod, but can i NOT play if i don't have HL 1? I have the 2nd, would that still work? And if i have toh ave it, can i download HL for free or do i have to buy it?
