you need darkulator, you can adjust the brightes and the color of the light on a map, also you need to change the wad and that involves decompileing the map and changeing the wad, i'm shure you dont want a dark map with a bright day enviroment
If memory serves me right you need to use a env_light_spot entity and place it on your street light model/brush. Slight playing around with it will get better results.. although I stand under some serious correction here. Like I said, I haven't mapped in forever.
