I want to say if it has as I to play in house against bot's without needing to be in the Internet!

You just have to start a offline mod in steam, so no.. You dont have to be online to play ESF!

You can start Steam in Offline Mode. After starting Steam and setting it to Offline Mode, launch ESF and create a LAN server. You can then access the bot menu in-game by pressing the "=" key.
