Yes. You need steam no matter what. You can't play ESF without steam. If you try you will fail.

Well, you CAN use ESF on WON (WON = no steam), but thats the old version, and if you play with the old version you will experience unbelievable amount of crashes and bugs.
In other words, ESF is gonna be all messed up. Why don't you just get steam at http://www.steampowered.com
Unless the reason you're not getting it is because you're using Illegal Half-life.
