Help me remember a certain game

You were this 13 year old kid, in a red shirt, red hat, blonde hair, and you fought enemies with a water gun.

He was a cartoony looking guy. Had glasses, (I think), a red cap, red shirt, and a water gun.

My first thought was maybe somekind of Dennis the Menace-game but I guess that's not it have no idea, but since it was on the PSX people should know about it..

For some reason the only game that runs through my brain thats even close to this is Zombies ate my Neighbors but thats SNES and Sega.
