Hmm... I've had the error before, I just don't remember how to fix it. Did you try browsing to the directory instead of leaving it default?

I remember now! You have to run Half-Life at least once before you can install ESF.

That's the only way I know that you can get it to work:

If you have the installer open, close it > Go into Steam > Double-Click on Half-Life > Go to New Game > Training > Once the level is loaded you can quit > Install ESF

You have to play a level in Half-Life first before you can install ESF. Just load up a level in Half-Life and then quit. You should now be able to install ESF.
