You probably bought Half Life which is Half Life + all Half Life mods.

If you can successully launch into a game of Half Life using your Steam account, then you are capable of playing ESF.

Basicly CS is an half-life addon just like ESF
so if you can play CS ( which you downloaded for nothing and it's legal too ) you can download and install ESF too!
