i think the best way 2 make something 'appear' cell shaded in half life would be 2 make a ****e load of smoothing groups for the muscles and folds etc, along with the 'inversed fatboy' method teh ppl are using atm aaand maybe some slight skinning budokai style. would look rather nice.
