If you have a legal copy of half-life atm you can use it with steam.

according to your postings you dont have a legal copy of half-life so you cant get help here since this would be supporting warez.

esf is a Halflife modification it will not work proply on counter strike since esf requres steam and halflife the engine updates to half-life are now totaly diffrent to counterstrike engine

Half-life Complete is Half-life 1 + Expansions I believe.

But Also, Its good that you are getting a legal copy of Half-life. I dont think ESF 1.3 will be playable on WON.

It wont. Itll crash while trying to load. The amount of hacks our coders did to make all the shizzle you see work would break WON ^^
