They are going to add the whole Ginyu force if I remember correctly.

Ginyu force will be in the game. Spice boys...if you mean those that sided with Garlic Jr., well that part of the show wasn't really canon (as in, it wasn't shown in the manga) so they will probably not be added. Even if they did have a chance, there are far more interesting characters that could've been added, such as Vegetto, Tien, Chiatzu, Yamcha, Gotenks.
