Because he can't?

I don't know for sure, why don't you ask him?

Because he didn't think he needed to use his full power, I would assume.

Agreed with Chakra. You may notice a tendancy with the badguys to toy with their opponents.

that ironic idiot missed many chance to kill goku...even vegeta could able to do the quick work on goku(goku was almost kill by vegeta.) after frieza realize that goku gather the energy to creat the spirit bomb that he should do some action.....but he act like idiot.

this is the powerlevel in namek

Frieza(25%): 3,000,000 (original before he fought goku)
Goku 10x kaioken: 3,000,000
Frieza(50%): 6,000,000 (use this level all the time until SSJ comes up..)
Goku 20x: 6,000,000(cant keep too long)
Spirit Bomb: 8,000,000
SSJ Goku: 15,000,000(non-power up)
Frieza(100%): 12,000,000(showed off...but too late)
Frieza MAX: 18,000,000(charge by aura...but cant turn too longer)
SSJ Goku: 25,000,000 (power up after those people left the namek....time to settle..)

That idiot Frieza had many chance to kill goku but he missed it!! even Raddiz can do the better job to finish goku......

He didn't use 100% because it was critical to the story for Goku to live :p

Yeah, this is it. It would be a short show if Freiza just simply killed them all on sight.

It was meant to end at the end of frieza... you weren't supposed to know if goku lived or died.

In general I'd say it just isn't a good idea to question the strategy of a cartoon supervillain

Sorry, but that is so wrong. Frieza at 100% max was stronger then goku at first. But at every hit he gave Frieza, his powerlevel decreased, while goku's increased due his saiyan powers. All those "powerlevel' websites are wrong.

Maybe because Frezia forgot that he had more power then he wass currently fighting with at the time due to the shock of how strong Goku was =S?.

If Freiza had gone to 100% in the first few episodes Goku would have turned Super Saiyan in those episodes that's just how it works Goku can't lose.

Not having watch DBZ in years, my memorys foggy...but freaza didn't go 100% when he first came to namik cause he didn't want people to think he needed to go 100% against a bunch of namiks and a few sayions. Had he gone 100% from when he first came, um....wouden't it be sorta anti-climatic if Freza see's Goku and kills him with a lazar in a matter of seconds?

Frieza also says his 'true power' is 'too radical to control properly', meaning he only wants to use it when absolutely necessary. I imagine it also puts some strain/energy drain on his body. It wasn't until Goku went SSJ that he even started fighting seriously (remember when he fought him without using his arms and they were still evenly matched?)

True that, even the ones in the Daizenshu were gauged by its writers (of which Toriyama isn't a part). The comments, and some of the levels, were made up by you.

Basically if the level wasn't mentioned in the manga (or canon section of the anime) it *cannot* be considered 'correct'.

Because then there wouldn't be a T.V show and no one would make money.

Remember, Frieza didn't think he'd have to transform once when he arrived on Namek. The strongest Saiyans he'd faced were King Vegeta (two hits) and Bardock (one hit). His expectations of Saiyans were low, he didn't think he'd need to go 100% until SSJ Goku had proved he was stronger.
