They look bad and choppy. You really need to work on makeing better lines, and doing better shading, and doing better alot of things.

They also look very flat. Work on getting your colors more precise with correct shadows.

you need to stop using dodge+burn for this kind of stuff, and figure out where the lightsource is. once you have that, make shadows in the right place using solid colours (cellshading), and smudge them if you want to be artistic. slight tints wont work for stuff like this i'm afraid ;)

Color is an entire world you shouldn't even be worried with right now. There is no color. Practice your lines first, work on your anatomy, perspective, composition. Once you have a handle on that, learn how to color by hand. Then once you have an understanding of color, try digital. For now, just concentrate on your drawing skills. And draw real people, not anime, not any other style. Even manga and anime artists (the real ones) get started this way. Drawing in someone else's style now will hurt you more than help you.

The same principles apply. You still need to observe from life and learn to draw the old-fashioned way. Digital is a shortcut now that adds more work later. Get a sketch book and draw, every day.

What do you guys think about dogwaffle.. I havent tried it yet, but it seems alright

First thing I saw to be wrong about that reeditted pic of yours, is that you got lines on your pic, but you dont use them as referrence for your shading.. thats just weird cuz they mostly show where the humps and stuff are.. or something.. yea
