With one click I can jazz up my browser with a wallpaper. I can even preview it just by hovering over the download. Nice for people who do not want to change the buttons but like a quick change of scenery whenever they feel like it. With themes, you may not know if it will look good beyond the screen shot, it takes longer to download (click, install, short/nonexistent wait, activate, restart firefox, view theme that may not have turned out to look nice). I prefer themes as I enjoy changing the buttons but personas are a nice, if superfluous, touch.

The point is that Themes were out there and you can find them and get them if you want but they're not that small/easy to download and install

1 click of an install button, 5 seconds of wait and a browser restart with pictures you can look at next to the install button. How is that hard and/or tedious?
