If I remember correctly, all that is in that file is the ESF .fgd, and the hullfile. The .fgd should be in the main directory of your ESF install (e.g. \half-life\esf\), and the hullfile is nothing but this string of numbers:

8 8 18
24 24 24
8 8 12

Save that in notepad as whatever extension you need (.hul, .zon, .txt; it depends on your compile tools and what they accept) and apply it to your compiles.
