the thing is dbz anatomy doesnt follow the exact rules of real anatomy, the rectus femoris, should be hardly defined at all, take a look of napa or spopovich just to see wat i mean, there is hardly any defining of that muscle, almost as if it is left out. look for sum good dbz pics with muscles in, u will be able to see wat i mean, also half the muscles in the arms are left out in dbz anatomy, much simplier. Its looking nice man apart from a few tiny anatomy problems its looking nice, i like the style :]
it looks chubby cos you have a really defined top line under the eyes, with too very different shades on either side, this blows up the cheeks and brings the eye into the middle. Which is also the drawn in by the slant of the eyes.
Basically fudge out that line and get a nice gradient, drop the bottom outside corners, so the eyes so they are slightly flatter. Also Vegetas eyes arc upwards at the bottom not downwards, makes them look meaner. The face seems a bit muddy, your starting to work some greys into you brown shades in a few places which is why is looks like that.
