enable "sv_cheats 1" before starting the server?

So you know in 1.3 ... you can change your powerlevel if you made the server
i do a lan server... but everytime i've got to write "sv_cheats 1" and than "restart" so the powerlevel command works...
can i enable / activate "sv_cheats 1" before starting the game...
somewhere from the desktop shortcut or somehwhere...
cuz i dont want to do this... open game>create server>sv_cheats 1>restart ....
all i want is open game>create server>and i can directly put what powerlevel i want without writing sv_cheats 1 or restarting the server... i want sv_cheats 1 to be already activated
is that possible guys?

you should be able to make a server cgf. I can't remember which file though. Maybe just on the autoexec.cfg for listen servers.

Try changing the shortcut to...Well, something I googled.

"C:\Wherever_Steam_is\Steam.exe" -applaunch 70 -console -game "game_name" +sv_cheats 1

I did what Karrde told me and it worked.
i changed the autoexec.txt
from
r_mmx "1"
r_dynamic "0"
sv_cheats "0"


//sv_cheats "1"
//dev_overview "1"

to

r_mmx "1"
r_dynamic "0"
sv_cheats "1"

//dev_overview "1"
