Riverside has problems with the DragonBalls. I have the same problem constantly, just go to ESF-World and download a map that has the DragonBalls working. I have an old map which the DragonBalls work including they respawn at the same spot over and over, I just can not remember the name... Oh yea! It is called esf_cellarena_b3.
Also when you switch game modes within the game, most of the time it will not work properly. If you wish to play a certain game mode then go to your ESF directory and look for game.cfg; open it in notepad or whatever text program you use. Find the line that starts out with "mp_gamemode". Across from it there is a number in quotations. 0 is Free Fighting, 1 is Team Game, 2 is Capture the DragonBall. Just change it to one of those three numbers.
