How title say's "don't kill me" , wy .. hmm is not about dbz
Wath i want to do .. uff .. i want to do a MOD with naruto personaje and other ... and i want to know :
- Wath i need to do models
- How can i put "jutus" on game
- I can do somthing like this ?

You need a modding team ( well, usually ) if you are to make it good.
For models, there are programs.
Jutsus you can put to the game by coding with the language of choice.
Doing something like this will need coding skills in order to compile it all together.

Short answer: you can't do it

Long answer: you can't do it alone. You could learn modelling, skinning, mapping, coding, spriting etc by yourself.
But it takes a LOT of time to learn all these things (and be good at them).
That doesn't even consider the time you would need to actually build the mod.
It's not like "I'm going to learn coding" and 3 months later you have your mod.
You'd definitely need a team that has experience in what they do.
