1) He was implying you find it using the Google search engine ( www.google.com )
2) Decompiling is very imperfect and does not properly splice brushes up. It also messes up entity settings. You will get an extremly low FPS rate if you decompile a map and recompile it. Also, decompiling sometimes makes brushes invalid causing errors. Some are so bad that they are deleted from the final product (.MAP).
