I TRIED PLAYIN THE CTDB BUT WHEN I PLAY IT I CAN NEVER FIND THE DRAGONBALLS ANDYWHERE DO I SUSPOSE TO HAVE A CERTAIN MAP TO FIND THE DRAGONBALLS PLZ SOMEONE REPLY ASAP-THANKS

Don't type like that and expect a good response. -_-
Yes, you need to have a certain map. Not all maps are designed to include Dragonballs. Try esf_riverside.
Make sure you really are setting the game mode to CTDB as well. Type mp_gamemode 2 in your console, then restart. That should work. If it doesn't, add mp_gamemode 2 to the file config.cfg in your ESF directory.

Anyhow you may want to try some custom maps from ESF-world or do what the thread in Pains link says
