Not to mention that intelligence in Dragon Ball Z is usually hard to spot, depending on the fight and situation. Both fighters tend to go at it before intelligence becomes part of the equation.

Now, Brolly as you have mentioned before, has no intelligence. Why? Because Brolly made up in brute strength to compensate for his lack of intelligence. Brolly was doing fine until Goku punched him in the stomach and caused all of his green goo to fall out and then ignite into a big green explosion. Now, Cooler on the other hand has more intelligence than Brolly, this is made apparent as Cooler doesn't constantly call out Goku's name or give off a one-liner.

Between Goku and Cooler, we do not know who was more intelligent, nor did it matter since Cooler was knocking Goku around for the first part of the fight. It was only when Cooler was forced into making a quick decision that we see how intelligent Cooler was. Cooler instead of fighting a losing battle against a SSJ, decided to pull everything out in one final attack, and so that he didn't end up like his brother (he learned from his brother's mistakes). Goku was able to overpower Cooler's attack which sent him flying into the sun.

Now, we have SSJ Goku from the Namek saga, fighting Cooler from movie 6. Goku as of the Namek saga did not defeat Frieza, didn't fight the Ginyu Force, and hadn't trained on Yardrat. This puts Goku at a much disadvantaged position than he was in movie 6.

Goku was actually stronger than Frieza. Goku toyed with Frieza after he became a SSJ. At least that's what I think since it did look like Goku wasn't giving it his all.

As you know, a Saiyan's power grows from every battle. From my understanding, we are taking Goku as a SSJ from Namek saga, correct? If so, then Goku hadn't defeated Frieza, thus didn't get any stronger from that fight. Goku hadn't fought the Ginyu Force at the time of the Namek saga, so he didn't gain any strength from that fight (even though his body was taken by Captain Ginyu). Goku also didn't train on Yardrat, which probably occured sometime before he first fought Cooler.
