These are some rough ideas on what factors should be considered for characters and how they could be different. Below I’ve ranked them based on the following criteria:

Which part of the game are they their best in? (Transformation based)
  • PL reqs for Transformations.
  • PL gained from Transformations.
  • Basic stats before and after Transformations.
  • Other factors to Transform (EX: Must fill SAM bar).
Descriptions: Early, Middle, Late, All-Game


How fast do they progress? (PL Gain based)
  • Amount of PL gained from fighting weaker/ equal/ stronger opponents.
  • Unique abilities lending to progression.
Descriptions: Slower, Steady, Faster

This can make some characters preferable over other depending who is currently in play. If there were lots of weaker players, you may want to pick Frieza, Cell, or Buu. If there were lots of stronger opponents, you may want to pick Goku or Androids. Gaining PL differently for each character makes this opportunity possible, giving incentive to pick certain characters immediately and others after the game has been going for awhile.


What is their combat style? (SAM Bar based)
  • How fast SAM bar charges.
  • How much SAM bar increases ki attack Damage.
  • SAM bar abilities.

Descriptions:​
  • Defensive will charge fast with low/normal power.
  • Consistent will charge average/fast with normal power.
  • Aggressive will charge slow/average with greater power.
  • Diverse will vary depending on Buddy System or Transformation state.


Key to Rankings below:
  1. Which part(s) of the game do they excel in?
  2. How fast do they progress?
  3. What is their style of combat?

*Asterisk means that they have a unique ability and/or bonus that no others do.


Temp Trans:

Krillin - Early, Steady & Defensive/Evasive.

Trunks - Early/Mid, Steady & Aggressive.

Frieza - Early/Mid, Steady/*Faster & Aggressive.
*Same PL Gain vs Weaker.
*Can manage PL Gains via Transformations as they would be instantaneous.
+Consumes less Ki/Stamina in lower states, diminishing throughout transformations.

Piccolo - Early/Mid, Steady & Consistent.

Vegeta - Mid/Late, Steady & Aggressive.

Young Gohan - Mid/Late, Steady & Aggressive.

Goku - Mid/Late, *Faster & Consistent.
*Gains somewhat more PL fighting Equal/Stronger Opponents, almost none fighting Weaker.

Adult Gohan - All-Game, Steady & Consistent.


Buddy System:

Ginyu Force - Early, *Steady/Faster & *Diverse.
*All gain PL increases as a group. Same increase regardless of PL.

*Each character has different bonuses, skills, and roles in combat.
Fast & Consistent (Jace and Berzer), Aggressive (Recoom/Captain Ginyu), Defensive/Evasive(Guido).​

Androids - Early/Mid, *Slower/Faster & *Consistent.
*Each gains PL separately. Greater increase vs Stronger opponents, less vs Weaker (like repeatedly killing humans).

*Always fighting, never avoiding combat. Each character played alike.


Perma Trans:

Cell - *Late, *Faster & Aggressive.
*Needs a full SAM bar, meaning he can only gain his transformation during combat.
*Gains same PL fighting Weaker opponents.

Buu - Late, Steady/*Faster & Diverse.
*Turns players into candy for additional PL.
*SAM Bar type changes based on Transformation.

EX: Fat Buu - Defensive.
Super Buu - Consistent.
Kid Buu - Aggressive.

I'm waiting a few days before I start posting my ideas for each character to hear how you think these templates should be.

What do you think? What changes would you make and why?

Realistically based on how characters will be relatively even, yeah, it wouldn't work out.

I think under a combat system where it was slightly more realistic based on the series, it'd be possible. But yeah you're right.
