The won't be in. Only 19 and Ginyu will be added. Tien WOULD be in, but that project died. Dabura has a better chance of being in than 16 and Gero.

I think you mean 17+18 and the Ginyu force.

19 is not planned for the game (that's Gero isn't it?)

If you want to suggest these characters for future releases of ESF, you can make a suggestion in the Suggestions forum. There is almost no chance of them making it into ESF though, as far as I know. They are already adding 17 & 18, neither androids 19 or 20 (gero) are that unique of a character to add to the mod.
