i wanted to know if all models in 1.3 will be cell shaded like those in the news.

It isn't cel shading. They're just simple character outlines.

The outlines on the characters look very promising. It gives another feel to the engine.

Again, not shading, but an outline. And it's driven by the shaders, so it will affect all player models. You don't do anything to the models themselves. And you can turn it on/off.
