Can't Remember Old Animation Short

A long time ago, when I was a kid, I remember seeing this little animation short... It was this bony old man pulling a talking plow in the middle of nowhere, and he finally found a glass of water on a stand. He accidentally knocks the glass of water over, and get frustrated and throws the plow over a cliff since he's connected to the plow....

Weird I know, but that's why I want to find out what this is.

Oh yeah it was on TV. I THINK it was comedy central, but I am not positive.
