I guess you should reinstall ESF. And make sure you have the latest version of ESF installed.
The last (but not least ) version that you can download can be found on ESF-World's Files Section,
Or at RedSaiyan. << I recommend this one since you don't have to wait, and there is no download-speed limit.

Well it looks like you have the wrong version, but if you want us to be of better help you need to tell us what version of ESF you have, and if you have steam.

But yes from the info you gave us it looks like you need to download the latest version.

thanks all but i solved the problem all you need to do is to update hl to the newest version
