cant connect to steam network

Steam does not connect, it connects from the proxy server but that thing is way too slow to play anything, I have opened all the ports in the proxy and in my firewall but in the proxy servers firewall there is no option to add custom ports so does anyone know why steam cant connect from my pc and it can from the server and how do I fix it thanx

finally they activated my account I just put a thread there
