Avater help needed

Is this is right topc? Okay, I've got a picture of Vegeta I want to turn into an avater, only whenever I shrink it, it's just one small part of Vegeta's hair. How do I fix that?

You could open it in powerpoint mabey and shrink it that way then try to save the pic....i not sure if it will work though

make sure you use the option "resize pic"
