Assistance I do need!

So I bought this fan controller from a friend but it has everything, molex extenders, 8 fan ports, temperature gauges, usb, IEEE-1394 (firewire), audio and everything. Problem is It won't turn on don't no what I'm doing wrong, but it just won't give me no juice. Please Help.
