correct me if i'm wrong, but Kami's tower "did" hover above, But at some point Goku uses his lil red extending rod, I forget the name, and connects the two, the rod was originally what connected them.

He's right I'm looking at the manga right now, Goku uses his power pole and it extends farther than ever before, allowing him to get to Kami's Lookout. Kinda makes you wonder if that's what the pole was originally designed for.
