Well since esfb1.3 will have android 18 i sugest to:
Androyd 18 asscends change whit 17 and sinc A16 fight inperfect Cell and perfect Cell he suld cheange whith 16 and this will be thee last asscending point of the androyd since goku get 3 forms andoyds suld have 2 like ssj2 this will balance the androyds and the androyd suld have self destroct let's say just A16

16 isn't the strongest Android. 18 is, then comes 17 and then 16.

If 16 was stronger than 17 and 18, why do you think Gero created 17 and 18? Right, because they are improvements over 16.

NOOO android 16 is the best because he beat cell in his normal form and 17 cant beat him and when cell is imperfect android 16 resist him a time

Yes, #16 is by far the strongest android of the three. Gero created 17 and 18 because 16 was a failure in the sense that he wouldn't litsen to any of Gero's commands. So Gero dubbed him Dangerous which is why he didn't want 17 and 18 to wake him up. But yeah, in the end 16 is the strongest.

And 16 doesn't really make a logical addition as a buddy or transformation as he doesn't fight. The only reason he fought Cell is because he knew he had to. He's a peaceful robot.

18 and 17 are almost the same. I think 16 was still WIP. Also, when 17 scanned 16 he said that he(17) was stronger.
