Did you read the whole thing? Some ISPs are limiting it to as low a 5GB/mo. This is only the beginning. I really hope it blows over.

I usually don't download more than that monthly anyways.

I'll start downloading what I need now, so when they start putting this policy into action, there'll be a lower chance of me exceeding the limit.

Kind of funny actually. Here in the Netherlands, we used to have limits, some as lows a 1GB. But nowadays, more and more providers have actually switched over to unlimited usage. The exact opposite of what is happening to you guys.
