AMX is a program which a admin installs on the server.. with it he can do all these cool things and grant other ppl those rights (or more/less) aswell.

for instant changelevel.. Without AMX or adminmod he should give those admins rcon which is usually suicide cause rcon is the biggest list of commands in HL
