There is a new rule on both sig and artwork forums

If you used free textures, custom brushes, free backgrounds or anything else you did not create, you have to give credit to the person who made it (preferably with a link to his or her site). If this is not done then this will be seen as ripping. Anyone found to push these boundries intentionally will also face consequences.

Note that this should have been an unwritten rule

For A.U.P clarification,

On top of this, if you use a tutorial(s). Credit must be given to the creator. Using someone's tutorial will be treated the same as using someone's model as a reference to your own.

Claiming someone else's work as your own IS ripping. Following a tutorial and taking credit for the end result, i.e not giving proper credit, will be treated as such an offence, and consequences will be dealt accordingly.
