If 18 had a bigger ki pool wouldn't that make things unbalanced? I can see pros being 18 now

Being able to throw lots of kames doesn't make you invincible lol, in fact, when you play, who seem to be the pros? The ones throwing kames? NO, the ones kicking your ass at melee. That's why #18 having much more fire power wont matter that much!
The key to kicking ass in melee is how good you are at managing your ki 95% of the time.
however like grega pointed out, she will be having a buddy, so she cant increase her ki pool because she doesnt transform.
