tsk tsk you guys are forgetting a few things:
first hes a robot with infinite KI
he has other moves that would cause major pain (Hell Flash)
he would barely get hurt because of his amour
and thats all oh yeah he should have a self destruct move (lol)

He doesn't really play a big role in DBZ, apart from that he made Gohan SSJ2 by being stepped on.

Or......just implent him, rip his head of ingame, and let cell step on him, and let gohan ascend.

But that would be real stupid.

nah i think more important characters like supreme kai (or instead kabeto kai), dabura, maybe gotenks, vegeto, and maybe even hercule just for the hilarity of watching him screw up

his Rocket Punch
His hell Flash,this is the attack when he takes of his underarm
Selfdestruct,every android should have this
and than the basics:
Melee,ki ball,Generetic Balll/Beam

ontopic, 16 is maybe cool, but how are you gonna do his flying fists?
What if i blow them up with a kamehameha?

naw, i don't think 16 is good, Supreme kai, is better.

I voted yes because I think ESF needs new characters, but you can't put him on the evil team because he was always good, but you can't put him on the good team because it's full of Z Fighters (- Vegeta).

Moves:

As well as both types of melee;

Instead of genball he could have rocket punch (stronger than genball)

No genbeam, instead...

The minigun from sven coop 3.0 type thing, except the warmup animation is him taking his arms off and having the guns exposed. No charge time, no visible projectile.

Hell Flash, takes his arms off (again) but charges them and fires a really thick beam.

No trans, (unless you count battle damage)

Energy Field, i'm sure every android can do this, 17, 18 and Cell did, he should be able to as well. Big bubble over and around 16 damaging anyone who touches it.

High HP and low Ki consumption to give the 'androids have infinite energy' claim some truth.

Low speed, he is a walking tank after all, this is also his big weakness.

You guys also forgot that #16 can do eye laser. #16 used it when Cell grabbed his hands to his body. #16 has more unique attacks then Ginyu: Hells Flash, Rocket Punch, Self Distruct, and Eye Laser vs. Body switch and "make stupid pose."

i should say : why not? i mean there are people who like him ( like me )and i think he should have some attacks like Damirith said, his speed should be less then goku and vegeta but his defense and attack should be more, his health should be like cell, and about trans maybe he should transform and get more status, i think there are some people who'll make own models and skins so they can make it like they want, i should learn modeling and then make some A16 like : green suit,red suit,blue suit for example and maybe i'll give his hair other colours so don't worry about the trans.
