To the Devs: How do you guys create the particles/effects of spells/magic?

How does it work to create that fantastics beams/ki effects etc.? In Unreal engine or unity, like that DB Unreal, you have tools that allows you to make this, but how do you make this in a mod?
Also, can you give me a very very little explanation about texturizing? Because the quality of the beams in videos looks fantastic, much better than DB unreal. Texturizing process in a nutshell, please. Thanks for attention.

A custom particle engine is being used which has a tool to create Particle effects. The textures themselves are created in Photoshop. Dunno about their creation though.
