Stamina is a spam limiter of sorts. Certain moves will drain it (like 1.1 style teleport spam and so on), some attacks hitting you will also drain it (so you can try and get the other guy down to 0 stamina where he will be a siting duck) and some systems will drain it (like the instant recovery fearure). You get it back at a constant rate regardless of what you are doing, provided you are not using turbo.
Turbo doesnt drain it, but it prevents it from recharging naturally. You can also recharge it at twice the rate if you continue to recharge after your KI is full. This means that when you are after a fight and have 20 seconds to spare youll have a full stamina bar again.
Thats about the gist of it. Basically its a limiter we put in for some of our more spammy systems, so that using them to much would actually come at a cost.
