I play a lot of games out of Steam. Every kind of game and most of them have better graphics than the steam ones

What happens if you play a Steam game in offline mode? It has been the case with 2 of my friends.

In offline is the same : lag and then lag XD for example in a Steam game I don't see characters

It's very unlikely that Steam itself is causing these issues. But, nevertheless, you should try turning off the Steam Community Overlay for some or all games.

Also, please check your RAM with Memtest86+ and your hard disk with the tool the disk manufacturer provides.
