1 Character class per game plugin

Cant really explain it well in the title. I joined a server recently where only 1 person could be a character, and to teh others that character was no longer on the choosing list. Example: I pick Piccolo. Nobody else can pick Piccolo, I am the only Piccolo in the server. He said it was a plugin, but I have been unable to find it, can anyone help me?

what he did is when u create a server, u can put charecter limits for each class, its in the options somewhere
