Someone know if there is outline for 1.3?
and if not, when it will be out?

Nope; at the moment there's no outline for 1.3. We only know that 1.3 will contain most transformations that aren't in ESF yet and a few things that didn't make it into 1.2, as well as Captain Ginyu as a playable character.
