I have been experimenting and i have found out the maximum ki levels ( well at leaast for goku) if unpowered up or ssj then goku can reach 799,999,999 ki hower if you power up or go ssj then trans down again it will go to 400,000,000 if you transform at 400,000,000 or above then the ssj ki...

lsssj dosnt mean much as pretty much all ssjs are legendery ( there hasnt been one for about 1000 years according to some sources)- i recon hes betwen ssj and ssj2
