is there an easy way to modify the Amxx Files? or will i not recognize what needs to be changed even if i do find a way to open them?

I have a ECX RC2 Big Pack server and im trying to change the server settings, I cant seem to change any options other then the mains ones, For example, I cant change The option so mpeoples Powerlevels dont equal out when a newcommer fights someone who has been on the server for a while.

I have ESF and everything setup right, HL1 is legal and ive been playing ESF for a cpl weeks now and all of a sudden I cant find any servers, i dont get any error messages it just refreshes for servers and never finds anything... does same thing on regular half life 1 but not on anything else...
